Unresposive application on grip move with snapping

Summary

Our application consists of a form containing a vdScrollable control and other controls. The other controls on our form become unresponsive for a period of time when the user:

(1) turns on snapping,
(2) left-clicks the mouse button to start moving a vertex on a polyline and
(3) moves the mouse cursor outside of the extents of the vdScrollable control.

In the past our users have been able to click on buttons on the main form to let them swap between snapping options. They can no longer do this for large data sets because the application no longer responds quickly.
Note: this problem only occurs for large data sets. Also, the application remains responsive when the mouse cursor is within the bounds of the vdScrollable control.
