Solution
In version 6023 when the Document.
EntitySelectMode is EyeNearest or Auto and the active rendermode is 3d(All rendermodes other than wire2D) , then the OsnapMode NEA is return a point under the cursor position on the surface closest to eye.
Also in 6023 the speed returning this point is gratly improved.
