In perspective mode all commands except view and zoom to be disabled

Solution

In version 6022 when PerspectiveMod is On then user actions and user Commands are cancelled.

This means that you can not select an entity and show its  grips, and all commands  that request user input are cancelled

In PerspectiveMod you can pan , rotate the scene and also use the WalkThrough command or change the RenderMode using CommandAction.View3D method
