Support of different LineType scale in Layouts.

Solution

In version 6020 a new property ViewportLTScale of vdLayout object was added.
ViewportLTScale Controls the scaling of linetypes drawn inside a viewport.
It takes one of the following values

VectorDraw.Render.vdRender.ViewportLTScaleFlag.ViewportBased which is the default value and each Linetype is extra scaled with its Viewport scaling.
and
VectorDraw.Render.vdRender.ViewportLTScaleFlag.LayoutBased . In this case for a specific linetype, the dash lengths of a line in a viewport are the same as the dash lengths of a line in layout space
