Minor osnap issue with OsnapModePreserve

Summary

Basically, I think when all snapping is turned off while the cursor is currently snapping to something, it doesn’t clear the snap.

Here are the steps to reproduce: Note: I have OsnapModePreserve set to True

1: Create a rectangle in the scene
2: Begin drawing a second rectangle
3: Press CTRL + “Right Click” to bring up the Snapping Dialogue
4: Select only the Nearest Osnap Mode and press OK
5: While still drawing the rectangle, move the cursor over the first rectangle created so that the snapping grip shows.
6: With the snap still visible, press CTRL + “Right Click” again to bring up the Snapping Dialogue
7: Deselect the Nearest option, or press the Clear All button and press OK.
8: Now try and finish drawing your rectangle.. You will notice that the grip is still visible and that anywhere you click, the second point will always go back to where the snap was in Step 5.
