offset command, closed polyline

Summary

I've a problem with offset command.
You can see a similar problem in VectorCAD.
I draw a polyline composed by two arcs with these parameters:
An Arc with start point in -110, 0; end point 110, 0 and radius 110.
An Arc with start point in 110, 0; end point -110, 0 and radius 110, then CLose polyline.
I try the offset command with a value of 20 (point is inside the "circle"), but I can see only a point in -90, 0 instead of a circle inside the figure.
 This are the command lines:

 PolyLine start point:
 -110,0
 Next Point or [Arc/CLose/Undo]:
 a
Specify Second point of arc or[Center,Radius,Line,CLose,Tangetial,Undo]:
 r
 Specify radius of arc:
 110
 Specify End point of arc:
 110,0
Specify Second point of arc or[Center,Radius,Line,CLose,Tangetial,Undo]:
 r
 Specify radius of arc:
 110
 Specify End point of arc:
 -110,0
Specify Second point of arc or[Center,Radius,Line,CLose,Tangetial,Undo]:
 cl
 Select Entity to Offset:
 Offset Distance <0.100000>:
 20
 Side to offset:
