When ScrollBar property from 0 change to another value, the control doesn't re-draw the screen.

Summary

We have a little problem wich started with release 4. We want to hide the
scrollbars when we are showing the full extents of the drawing and only
activate it after the user has performed a zoom operation. If we do this
using the scrollbars property the control changes its background color and
needs a redraw.

Another error that seems to appear here is that when the zoom level returns
to the extents level and we hide the scrollbars, some of the drawing (the
lower part) seems to be cut. Another redraw is needed to correct this.

It is fixed in version 4.0.0.1017.
